The Military, free from politics, is always ready to serve and protect the country at any given time. A document prepared by the former Prime Minister Meles Zenawi about the military, commonly known as the Red Book, is now up for review and improvement by the current PM Dr. Abiy Ahmed.
The Red Book consists of 5 main parts. The first entitled the beginning of military formation is the cause for the review as stated by PM Dr. Abiy. Issues raised in this part collide and contradict greatly with the constitution as it views the military along with the revolutionary democracy. The second is the military capacity deciding points. This part will be improved based on current technological advances. The third part is the military formation. This part was in need of review because it compares revolutionary democracy with liberal democracy and states that the military should consist of only one main ideology. The fifth part explains the relationship between the economy and military advancement. This part has no flaws as it clearly states that economical growth equals better military.
The document was reviewed in accordance with 3 main criteria.
1.Fallacies with the constitution
2.Formation of the military
3.Representation of diversity
For instance, article 87 of the constitution states that the military responds to the constitution without precondition. However, the Red Book states the military is the upholder of the revolutionary democracy. Another article in the constitution states that the military should be free from any political parties’ influences where as the Red Book labels it as a protector of the administration.
The military is one of the many organizations undergoing gradual reformations under the new regime led by PM Dr. Abiy Ahmed.
